Ratios in Family Child Care Homes

Small Family Child Care Homes

License for six (6) children (One Adult Provider)

4 infants (birth – 24 months) ONLY
—OR—
6 children, no more than 3 of whom may be infants (birth – 24 months)

License for eight (8) children OR License for 6 with a signed Addendum

8 children, when one child is at least six years of age and one child is enrolled in and attending kindergarten or elementary school and no more than two infants are in care. Parent notification and property owner consent must be on file.

Large Family Child Care Homes

License for 12 children (Two Adult Providers)

Maximum of 12 children, no more than 4 infants (birth – 24 months)

License for 14 children OR License for 12 with a signed Addendum (Two Adult Providers)

Maximum of 14 children, when one child is at least 6 years of age and one child is enrolled in and attending kindergarten or elementary school, and not more than three infants are in care. Parent notification and property owner consent must be on file.

Family Child Care Homes licensed under Title 22 require the following staffing requirements:

  • Licensees must be 18 years of age; Licensee and all staff must take 15 hours of health and safety training, including CPR, first aid, and preventative health practices.
  • All adults residing and assisting in the home shall obtain a California criminal record clearance or exemption
  • Assistants in Large Family Child Care must be at least 14 years of age.
  • While child development classes are not required, many child care providers have additional training and college course work. Ask to see certificates and college credit verification.

Ratios in Community Care Licensed Centers under Title 22

Infant Centers—one teacher for every four infants

Preschool—one teacher to twelve children or one teacher and one aide to fifteen children

School Age—one teacher to fourteen children or one teacher and one aide to 28 children

Ratios in Centers Funded by the State Department of Education Under Title 5

Infants (birth to 18 months)—one adult for every three infants

Toddlers (18 to 36 months)—one adult for every four toddlers

Preschool (36 months to enrollment in kindergarten)—one adult for every eight preschoolers

School Age (children enrolled in kindergarten through age 14)—one adult for every 14 children
